Fractured Identity is a Commander card through and through — the multiplayer rules make distributing a copy to every opponent genuinely impactful, and the political and combo dimensions only exist when there are three or more opponents to receive the gift. In Legacy and Vintage it's technically legal but sees essentially no play: five mana at sorcery speed for a removal spell is far too slow when those formats end games on turns one through three. Oathbreaker is the one non-Commander format where Fractured Identity could function, but the smaller deck sizes and faster pace compress its ceiling considerably.
