Orzhov Basilica is legal in Commander, Legacy, Modern, Pauper, Vintage, and Oathbreaker, and Commander is by far where it sees the most play. In Pauper it's a legitimate dual land at common rarity, and any two-color deck in the format that can afford the tempo cost should consider it. In Legacy and Vintage, the bounce drawback is too punishing — fetchlands and true dual lands exist — so Orzhov Basilica never shows up competitively there. Commander is the correct home: the slower pace makes the enters-tapped cost tolerable, the two-color fixing is real, and the bounce mechanic opens up combo lines that don't exist in any other format.
