Commander is where Liquimetal Torque earns its reputation: the artifact-conversion ability breaks open a huge range of combo lines, and the two-mana rock baseline means it's never a dead draw even in games where the combo never materialises. In Legacy and Vintage, it sees fringe play in Painter's Servant-style artifact synergy shells and occasionally as a Karn, the Great Creator enabler, but it's not a format staple in either. Modern has the tools to use it but better alternatives at the two-mana rock slot, so Liquimetal Torque mostly shows up in dedicated artifact combo builds rather than as a generic inclusion. It's not legal in Pioneer, Standard, or Pauper, so Commander and Oathbreaker are its natural homes, and Oathbreaker in particular rewards its combination of ramp and conversion in the same card.
