Commander is where Memnarch lives — as either the commander itself or a value piece in blue artifact and theft strategies, the activated ability scales with how much mana your deck can generate, and blue shells are well-equipped to protect it. Legacy and Vintage are technically legal, but a seven-mana artifact creature with no immediate impact has no competitive foothold in either format. Oathbreaker is the only other format where Memnarch is plausible, slotted as a card in the 58 under a blue planeswalker that accelerates mana.

Memnarch's combination of repeated theft across all permanent types is genuinely hard to replicate cheaply — most alternatives either cost more to activate or target a narrower range of permanents. Indenture and Callous Oppressor trade blows with creature theft at lower mana investment, and Blatant Thievery gets you a one-time multi-target steal for less setup, but none of them match the repeatable, every-permanent scope that makes Memnarch worth building around.
