Kibo, Uktabi Prince is a Commander card through and through — the Banana-distribution engine is designed for multiplayer tables where handing opponents resources is an acceptable tax in exchange for the volume of artifacts entering play. In Legacy and Vintage, where he's technically legal, a three-mana legendary with a slow, symmetrical payoff has no competitive application against the speed of those formats. Oathbreaker is the one other format worth noting: as a planeswalker-paired commander substitute he could back an artifact-combo package, but the Banana economy is less impactful at a smaller life total and with a single opponent.
