Iceberg enters as a mana battery — you pay X up front to store charge counters, then cash them out for blue mana later, smoothing uneven draw hands or enabling one large spell after a slow start. The cost is real: you're paying now for mana you can't use until future turns, which bleeds tempo badly against fast tables. In shells built around Kilo, Apogee Mind or similar counter-manipulation, that deficit shrinks enough to justify the slot.

Iceberg is legal in Commander, Legacy, Vintage, and Oathbreaker, and that's essentially the full story — it never made the cut in any format where it was legal. In Commander it occupies a narrow niche as a slow mana-smoothing tool, but most blue decks would rather run Sapphire Medallion or a bounce land than pay X now to recoup it over several turns.
