Equilibrium turns every creature you cast into a repeatable bounce effect — pay one generic mana when a creature enters your side of the battlefield and send any creature on the board back to its owner's hand. The cost is real: it's an enchantment with no ETB, so it does nothing the turn you play it, and it taxes you one mana per trigger. In bounce-heavy or ETB-centric builds like Urtet, Remnant of Memnarch, that tax pays for itself many times over.

Equilibrium is legal in Commander, Legacy, Vintage, and Oathbreaker — formats where three-mana enchantments have the runway to generate value over multiple turns. Commander is its natural home: long games, creature-heavy tables, and commanders that want to replay ETB triggers make Equilibrium a persistent engine rather than a tempo play. In Legacy and Vintage it's essentially unplayed, outclassed by faster interaction and a metagame that doesn't give enchantments time to generate board control. Oathbreaker sits closer to Commander in texture, so the same ETB-looping shells that want it there want it here.
