In Legacy and Vintage, three mana for an equipment with no immediate board impact is simply too slow against the format's pace. Commander is where Diviner's Wand actually lives — specifically in draw-heavy or activated-ability shells where the equip cost gets reduced and every card drawn doubles as a clock. In Oathbreaker it's theoretically playable, but the smaller life totals and faster closure make the setup cost harder to justify unless your planeswalker is already fueling repeated draws.
