In Legacy and Vintage, a six-mana creature that doesn't win on the spot has no realistic path to a competitive slot, and those formats offer faster, cheaper wheel effects with no mana overhead. Oathbreaker is the only other format where Arjun, the Shifting Flame has any real home, slotting into a Izzet wheel build as a signature spell supplement, though the planeswalker commander constraint makes six mana genuinely difficult to reach.
