Dismantling Wave hits every opponent's artifacts and enchantments at once — or goes deep on one player with the cycling mode — and in a Gavi, Nest Warden deck it costs nothing to cycle. The catch is that it's a sorcery and gives opponents a heads-up, so stapled enchantments like Nine Lives survive if their controller is paying attention. Still the cleanest mass answer white-blue has for permanent-based lock pieces.

Commander is where Dismantling Wave earns its slot: three opponents means the base mode can strip up to nine permanents at once, and the cycling option lets you dig when the board is clean. In 1v1 formats like Legacy and Vintage it's legal but outclassed — Fragmentize, Disenchant, and Wear // Tear are faster and more mana-efficient at dealing with a single threat. Oathbreaker mirrors Commander's multiplayer logic closely enough that the math holds there too. Anywhere it's not legal, the question is moot.
