Cacophodon is a Commander card in practice. The enrage mechanic requires build-around support — creatures that care about being damaged — and that kind of tribal infrastructure only comes together in the 99. Outside of Commander, the effect is too slow and too conditional to compete: five mana for a 3/4 with a situational untap trigger doesn't clear the bar in Legacy, Modern, or Pioneer, where threats at this cost need immediate board impact. Oathbreaker is technically legal but faces the same problem. Stick to enrage Commander builds.
