Teleportation Circle blinks a creature at end step; Eternal Witness returns Temporal Manipulation from the graveyard on entry; casting it for 3UU buys another turn and another blink trigger. The loop lives in Bant blink shells — Roon of the Hidden Realm, Chulane, Teller of Tales, or Brago, King Eternal are the natural homes that already run Teleportation Circle as an engine piece.

Variations
Cheaper, tighter, alternate lines
Conjurer's Closet replaces Teleportation Circle for the same end-step blink trigger, though it costs five mana to land instead of four. Time Warp or Walk the Aeons substitute for Temporal Manipulation as the extra-turn spell; any 5-mana extra-turn sorcery in blue closes the loop identically. The combo generates no mana and no cards beyond the Witness trigger, so disrupting either the blink effect or the witness entry kills the chain immediately.
