Displacer Kitten is the engine: every noncreature spell cast blinks a creature, which recycles Snap and Cloud of Faeries through Eternal Witness to keep the loop feeding itself. Snap bounces Cloud of Faeries to hand and untaps two lands; Cloud of Faeries re-enters and untaps them again, with Lotus Petal patching the mana math each cycle. The combo lives in Simic spellslinger or tempo shells — any deck already running Eternal Witness and cheap cantrips is halfway there.

Variations
Cheaper, tighter, alternate lines
The bounce clause is worth noting: if opponents control creatures, Snap can target those instead of Cloud of Faeries, clearing the board before the loop ends. Replacing Cloud of Faeries with Peregrine Drake or Palinchron tightens the mana requirements if the two-land restriction is a recurring bottleneck. Add Thassa's Oracle or Brain Freeze as the closer — the loop mills the library and generates storm count, so either line is clean.
