Teleportation Circle blinks a nonland permanent you control at end of turn, every turn, for the low price of four mana once and nothing thereafter. In any deck that wants repeated ETB triggers — and there are many — it generates compounding value that opponents have to answer or lose to, and commanders like Wernog, Rider's Chaplain and Preston, the Vanisher treat it as a core engine piece rather than a nice-to-have.

Teleportation Circle is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but Commander is where it actually lives. In 60-card formats, a four-mana enchantment that does nothing the turn it enters and requires other creatures to be worthwhile is too slow and too dependent on board state to see competitive play. Commander flips both of those liabilities into assets: the game goes long, your opponents can't efficiently race a card that generates value for free every turn, and the ETB-matters creature density in most powered decks is high enough that Teleportation Circle almost always has a target. Oathbreaker can support it in the right build, but the pressure on mana is tighter and the games shorter, so it's a conditional inclusion there rather than an auto-include.
