Steps

- Scaretiller triggers, returning Terramorphic Expanse from your graveyard to the battlefield.
- Terramorphic Expanse enters the battlefield, triggering Toggo and Amulet of Vigor.
- Resolve the Toggo trigger, creating a Rock equipment token.
- Resolve the Amulet of Vigor trigger, untapping Terramorphic Expanse.
- Resolve the Clock of Omens ability from step 1, untapping Scaretiller.

Cheaper, tighter, alternate lines
The loop only produces tapped Rock tokens and tapped lands on its own, so a payoff is mandatory — Reckless Fireweaver or Hellkite Tyrant converts the token flood into actual kills. Replacing Terramorphic Expanse with Evolving Wilds is a strict lateral swap; any fetchland that returns a land tapped works identically here.
