Whirlwind of Thought turns every noncreature spell into a free card, which in a Jeskai shell means your removal, cantrips, and counterspells all replace themselves the moment they hit the stack. The cost is four mana and a color identity that locks it out of mono-blue or pure spellslinger builds — but in a deck like Shiko and Narset, Unified where noncreature spells are the entire gameplan, it's an automatic inclusion over filler draw like Psychic Miasma.

Commander is where Whirlwind of Thought does its best work — a 100-card singleton deck built around noncreature spells gives it constant triggers, and four mana is acceptable for an enchantment that generates card advantage for the rest of the game. In Modern and Legacy it's legal but effectively unplayed; those formats demand immediate impact, and a four-mana enchantment that doesn't affect the board the turn it enters can't compete with the density of threats those environments require. Pioneer sits in the same boat — the card is legal but the rate is too slow for a format where the game is often decided by turn four. Oathbreaker offers a small niche for it, particularly under a noncreature-spell-focused planeswalker, but the 20-life starting total compresses games enough that spending four mana on a draw engine is a real risk.
