As a commander, it gives Izzet spell-slinger decks a payoff engine that doesn't require any single broken card; as a slot in the 99, it amplifies whatever magecraft gameplan the deck is already running. Legacy and Vintage are technically legal but have no meaningful home — a three-mana 2/2 that relies on a constructed archetype around it isn't competing in those formats.
