Commander is where Veyran, Voice of Duality belongs — the card is purpose-built for a 100-card singleton environment that rewards building around a theme, and magecraft shells have enough density in that format to make the doubling effect matter from the first turn Veyran hits the battlefield. As a commander, it gives Izzet spell-slinger decks a payoff engine that doesn't require any single broken card; as a slot in the 99, it amplifies whatever magecraft gameplan the deck is already running. Legacy and Vintage are technically legal but have no meaningful home — a three-mana 2/2 that relies on a constructed archetype around it isn't competing in those formats. Oathbreaker is the one alternative worth mentioning: Veyran, Voice of Duality as a planeswalker's companion in a spell-heavy shell can function similarly to its Commander role, though the smaller deck size compresses the engine.
