Commander is the only format where Seething Anger is genuinely good, and only in the right shells — storm-adjacent decks that want a recurring cheap spell to keep the count climbing. In Vintage and Legacy it's legal but irrelevant; no competitive list wants a +3/+0 bump that goes to the bottom of the library when actual cantrips and rituals exist. Pauper has more interesting commons at common, and Seething Anger doesn't make that cut either. Treat it as a Commander-specific role-player and nothing more.
