In competitive sixty-card formats the card is too slow and too conditional — it does nothing without a creature already in play and a targeting spell incoming, and faster formats don't give you the time to profit from incremental scry-draw. Commander is the sweet spot: games go long, creature-based strategies run dozens of Auras and pump spells, and a two-mana enchantment that generates card advantage passively for the rest of the game compounds quickly at a table of four.
