Scorched Rusalka is a fringe card in every format it's legal in, but Commander is where it actually sees play. Sacrifice synergy decks — especially token generators that flood the board — can use Scorched Rusalka as a free damage outlet and a way to drain opponents out of a large board state. In Legacy, Modern, and Vintage, faster and more efficient sacrifice payoffs crowd it out entirely. Pauper is the one other format worth a glance, where the card pool is shallow enough that a one-mana sacrifice outlet with direct damage attached has marginal utility in aggressive red builds.
