Soul Diviner turns any counter on any permanent into a free card — tap it, remove a counter, draw — which is as clean a card-advantage engine as two mana gets. The catch is that it doesn't generate counters itself, so it lives or dies by the density of counter-bearing permanents around it; pair it with Necrotic Ooze or slot it into a Mirko, Obsessive Theorist shell and the tap ability fires every single turn.

In Modern and Pioneer it's a fringe piece, showing up only in dedicated -1/-1 counter or persist-combo shells where stripping counters is part of the game plan rather than incidental value.
