Commander is the natural home for Mikaeus, the Unhallowed — six mana is acceptable in a 40-life format where the game runs long, and the undying-for-all effect scales with every creature in the 99. In Legacy and Vintage, the six-mana cost is simply too high for formats that end on turns two through four; any competitive application there would be purely combo-focused and outclassed by faster engines. Modern is theoretically legal but faces the same problem — the curve is too steep for the format's pace, and dedicated combo shells have cheaper redundancy. Oathbreaker is worth a mention: Mikaeus, the Unhallowed is a legal commander option there, and the 20-life format makes its aggressive stats and board-warping static ability punishing faster than in Commander.

Cheaper options that do most of the same work
No single card replicates what Mikaeus, the Unhallowed does in full, but Cauldron of Souls covers the undying angle for any creature type at a fraction of the cost — the trade-off is that it's an artifact and requires a tap activation rather than a passive static ability. If the primary draw is the combo potential, Woodfall Primus already enters with a persist counter and can close some of the same loops at a lower buy-in, though it contributes nothing to the rest of your board.
