Commander is the natural home for Mikaeus, the Unhallowed — six mana is acceptable in a 40-life format where the game runs long, and the undying-for-all effect scales with every creature in the 99. In Legacy and Vintage, the six-mana cost is simply too high for formats that end on turns two through four; any competitive application there would be purely combo-focused and outclassed by faster engines. Modern is theoretically legal but faces the same problem — the curve is too steep for the format's pace, and dedicated combo shells have cheaper redundancy. Oathbreaker is worth a mention: Mikaeus, the Unhallowed is a legal commander option there, and the 20-life format makes its aggressive stats and board-warping static ability punishing faster than in Commander.

If the primary draw is the combo potential, Woodfall Primus already enters with a persist counter and can close some of the same loops at a lower buy-in, though it contributes nothing to the rest of your board.
