Staff of Domination is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but Commander is unambiguously its home — nowhere else do you reliably find the big mana creatures and singleton construction that make it a consistent combo piece. In Legacy and Vintage it is theoretically legal but irrelevant; those formats win faster and more cheaply than a five-mana artifact ever could. Modern has the same problem: Staff of Domination is too slow and too dependent on a creature surviving to untap. Oathbreaker is the one alternative format worth noting, where green planeswalkers with mana-producing signatures can assemble the loop in a slightly faster game state.

Budget Alternatives

Cheaper options that do most of the same work

No single card replicates everything Staff of Domination does, but Umbral Mantle and Sword of the Paruns each handle the untap-for-mana half of the loop at a fraction of the price — both let you go infinite with a large mana producer, though you lose the on-demand draw, life gain, and tap-a-creature utility that make Staff of Domination a standalone toolbox. If your deck only wants the infinite mana combo and not the ancillary abilities, either of those is a clean budget substitute; if you want the full package, there is no real replacement for Staff of Domination.
