Ruination Guide pumps every Eldrazi Scion and Eldrazi Spawn you control and gives them menace — that's a threat multiplier stapled to evasion for three mana. Skittering Precursor alone can flood the board with tokens that hit for three each, and Ruination Guide is why that flood closes games instead of just looking scary.

Commander is where Ruination Guide earns its slot, slotting cleanly into any Eldrazi token strategy that makes Scions or Spawn as a byproduct of casting big threats. Competitive non-rotating formats like Legacy and Vintage have faster, more redundant Eldrazi engines, so Ruination Guide rarely makes the cut over higher-impact pieces. Modern and Pioneer Eldrazi lists occasionally want the effect, but the card competes with more efficient tribal payoffs and usually loses that fight. In Commander, the three-player threat threshold and longer games give the anthem effect room to matter, which is where Ruination Guide is actually good.
