The cost is that it needs a power-boosting commander to get there — on its own it's a 3/3 for four that taps for one, but under Raggadragga, Goreguts Boss or alongside Staff of Domination it becomes a mana engine that can go infinite.

Rainveil Rejuvenator is a Commander card through and through — the multiplayer game gives it time to set up, and creature-based mana engines are far more supported in 100-card singleton than anywhere else. In competitive 60-card formats like Modern and Pioneer it's too slow and too conditional: a four-mana 3/3 that taps for one in a vacuum doesn't clear the bar. Legacy and Vintage have access to broken mana already and don't need it. Standard is the one format where it might see fringe play if a dedicated Mana Ability synergy deck emerges, but the conditions aren't there right now.
