Planar Collapse is a two-mana enchantment that destroys all creatures at your upkeep — a sweeper that costs next to nothing up front but telegraphs itself a full turn cycle in advance. The delayed timing is the whole tradeoff: opponents see it coming and can respond, but white rarely gets a board wipe this cheap.

Commander is where Planar Collapse earns its slot — enchantment-matters builds (Zur the Enchanter, Sythis, Harvest's Hand) can tutor or draw into it, and the one-turn warning matters less when you're also sculpting a board state around it. In Legacy and Vintage, the card sees essentially no play; faster, unconditional sweepers like Terminus exist, and a telegraphed wipe at sorcery timing is too slow against the threats those formats present. Oathbreaker is the same story as Commander at a smaller table — fine if your gameplan naturally curves around it, otherwise outclassed.
