Pentad Prism enters with two charge counters and taps to produce one mana of any color per counter — two mana across two activations, which is respectable ramp that also fixes freely. The cost is that it's a one-time resource: once the counters are spent, the Prism is an empty rock, which is exactly why Kilo, Apogee Mind turns that liability into an engine by proliferating it back to relevance.

In Commander, Pentad Prism earns its slot almost exclusively in decks that can proliferate — without that support, a two-shot mana rock that becomes a dead artifact doesn't compete with Arcane Signet or a basic land. In Pauper, Pentad Prism has real historical standing as a combo piece in storm and charbelcher shells, where its burst of colored mana matters more than longevity. Legacy and Vintage have no meaningful use for it given the density of broken mana acceleration available. Oathbreaker mirrors Commander's calculus — proliferate synergy is the price of admission.
