Commander is the natural home for Vorel of the Hull Clade — the format's longer game gives you the turns needed to set up the permanents worth doubling, and the counter-synergy space in Simic is deep enough to build around. In Legacy, Modern, and Pioneer he's legal but ignored; a 1/4 for three mana that requires a tap and another permanent with counters already on it simply cannot compete with those formats' pace. Oathbreaker gives him a second look in the same way Commander does, though the 20-life total compresses the timeline and makes his fragility hurt more. Vintage and Pauper legality is technically correct but practically irrelevant — he's not a format card in either.
