Nova Cleric trades itself to wipe every enchantment from the board — a niche but occasionally backbreaking reset that costs nothing to run in decks that already want a white one-drop. The ceiling is blowing up Nine Lives before it resolves its owner's win condition; the floor is a 1/1 that never attacks.

In Commander, Nova Cleric occupies a narrow slot: it answers enchantment-heavy tables in one activation, but you sacrifice a creature to do it, which most white decks are reluctant to do when Disenchant effects exist on instants. Legacy and Vintage have access to it, but neither format gives a 1/1 with a tap-and-sacrifice ability any serious consideration when Surgical Extraction and Force of Will are setting the pace. Nova Cleric is functionally a Commander-only consideration, and even there it competes against cheaper, more flexible enchantment removal that doesn't require a body on the field.
