Merciless Eviction is where it belongs in Commander: a six-mana answer to any permanent type, priced for a 40-life multiplayer game where a single spell needs to solve a whole category of threat. In Modern and Pioneer it's simply too slow — at six mana you've already lost to most proactive strategies, and the formats rarely produce a board state where exiling a permanent type at sorcery speed at that cost is worth a card slot. Legacy and Vintage are similarly hostile; cheaper, more flexible interaction dominates both formats. Oathbreaker functions close enough to Commander that the card sees occasional play there for the same reasons. The place to run Merciless Eviction is Commander, full stop.
