The Golden Throne is a Commander card — full stop. The 100-card singleton environment is exactly where a four-mana artifact that does nothing the turn it enters needs a dedicated synergy shell to justify the slot, and Commander supplies those shells in abundance. Legacy and Vintage both allow it, but neither format has any interest in a slow, non-interactive mana converter when faster and cheaper options exist. Oathbreaker is the only other format where it can realistically appear, and even there it requires a life-payment-heavy signature spell or planeswalker to earn its keep.
