Mastery of the Unseen sees virtually no play in competitive formats like Modern, Pioneer, or Legacy — paying three mana for a slow enchantment that makes 2/2s is nowhere near the power floor those formats demand. Commander is its home: multiplayer life totals are high enough that the three-life activation is trivial, and the combination of manifest generation plus card filtering compounds over a long game in ways that single-opponent formats never allow. In Oathbreaker it's theoretically legal but faces the same problem as the 60-card formats — too slow without the redundancy and synergy density that Commander provides.
