Illuna, Apex of Wishes is the natural home for Lore Drakkis because the deck is already built around mutating onto non-token permanents and hitting value off the top of the library — Lore Drakkis slots in as a free spell-recursion trigger the moment it mutates onto any creature in the stack, letting the deck rebuy key setup spells like Shark Typhoon or whatever high-value instant missed the previous turn.

In Commander, Lore Drakkis is a niche but legitimate piece in dedicated mutate builds — specifically those running Illuna, Apex of Wishes — where the free instant or sorcery recursion on a mutate trigger can rebuy ramp, removal, or combo enablers at no extra cost. Outside of mutate synergy, it's too parasitic to slot into generic spellslinger decks that would rather run Snapcaster Mage or Underworld Breach. In Legacy and Vintage, the bar for a three-mana 3/2 with a conditional triggered ability is simply too high when the formats offer faster, unconditional recursion engines. Modern and Pioneer are similarly unkind — the mutate mechanic never found a home in those formats, and Lore Drakkis without a mutate shell is just an underpowered beater.
