In Commander, Hordeling Outburst earns its slot in any red strategy that wants bodies in bulk — token doublers, sacrifice outlets, and spell-copy commanders all treat three creatures for three mana as a bargain. In Pauper, it competes in red token and goblin aggro shells where the common restriction keeps the card pool tight and three bodies at once is premium rate. Modern and Pioneer have largely passed it by — faster token producers and more efficient payoffs exist — but it's not embarrassing in either format, just rarely optimal. Legacy and Vintage have no interest; three mana at sorcery speed can't compete at those speeds.
