Kwain, Itinerant Meddler is a Commander card through and through — the symmetrical draw is a liability in one-on-one formats but a political tool and combo enabler in a four-player pod. In Legacy and Vintage, where it's technically legal, a two-mana 1/3 that requires a mana and a tap to cantrip for everyone is far too slow and too generous to see play. Oathbreaker is the only other format where Kwain, Itinerant Meddler might show up, and even there it needs an untap combo to justify the slot. Commander is where all the serious Kwain discussion happens, and specifically in shells that can close the game before the cards you gave away become a problem.
