Firewake Sliver gives every Sliver haste and a free sacrifice outlet — that combination does real work the turn it lands. Sliver Overlord and The First Sliver both want it because the haste means your board matters immediately, and the sacrifice ability enables combo lines that would otherwise require a separate sac outlet.

Commander is where Firewake Sliver does its best work — Sliver tribal is almost exclusively a Commander archetype, and both haste and a free sac outlet are exactly what those decks need to close games. In Legacy, Slivers see fringe play and Firewake is a reasonable inclusion, but the format's speed means you're rarely assembling a tribal board state that needs haste grants. Modern Slivers exist but operate at a tempo where spending three mana on a lord-plus-utility piece is often too slow against the format's threats. Firewake Sliver is a Commander card through and through — play it there, ignore it elsewhere.
