Commander is where Fall of Cair Andros does its best work — multiplayer boards are wide enough that copying the biggest threat's power onto an Army token is routinely a lethal swing, and the card slots naturally into any black shell running big creatures or amass payoffs. In Legacy and Vintage it's legal but effectively unplayed; five mana for a token that doesn't interact with the stack puts it well outside those format's threat threshold. Modern is its only non-rotating constructed home, and while amass strategies have fringe playability there, Fall of Cair Andros is too slow and too situational to see serious competition.
