Fall of Cair Andros
Enchantment
Whenever a creature an opponent controls is dealt excess noncombat damage, amass Orcs X, where X is that excess damage. (Put X +1/+1 counters on an Army you control. It's also an Orc. If you don't control an Army, create a 0/0 black Orc Army creature token first.): This enchantment deals 7 damage to target creature.

Fall of Cair Andros floods the board with an Army token army that scales off the biggest creature's power — comparable board impact to Blasphemous Act in the right shell, but instead of clearing the table it hands you a winning combat. The five-mana cost is real, but Saruman, the White Hand turns every subsequent noncreature spell into a free amass trigger that compounds the token stack fast enough to justify it.

Commanders with the highest synergy

Saruman, the White Hand
Saruman, the White Hand's triggered ability amasses Orcs whenever you cast a noncreature spell, and Fall of Cair Andros itself counts — so you're stacking triggers from both sides of the equation and rapidly growing a single massive token that threatens a one-shot.

Sauron, the Dark Lord
Sauron, the Dark Lord rewards a high density of Ring-tempting and Orc-generating effects, and Fall of Cair Andros delivers a large amass payoff that slots cleanly into that gameplan while also providing immediate board presence to protect Sauron.

Commander is where Fall of Cair Andros does its best work — multiplayer boards are wide enough that copying the biggest threat's power onto an Army token is routinely a lethal swing, and the card slots naturally into any black shell running big creatures or amass payoffs. In Legacy and Vintage it's legal but effectively unplayed; five mana for a token that doesn't interact with the stack puts it well outside those format's threat threshold. Modern is its only non-rotating constructed home, and while amass strategies have fringe playability there, Fall of Cair Andros is too slow and too situational to see serious competition.
