  2. For each creature opponents control that is dealt excess damage, Fall of Cair Andros triggers, creating a 0/0 Army if you dont control one, and putting a number of +1/+1 counters on an Army you control equal to the excess damage.

Blasphemous Act is the preferred sweeper here because its damage total is fixed at 13 and its cost collapses to 1 red on a full board; Earthquake or Volcanic Fallout deal variable or lower damage and don't reliably trigger excess. The Army token needs haste or a sacrifice outlet like Altar of Dementia to close the game immediately — without one, a single Fog or instant-speed removal on the Army wastes the whole setup.
