Commander is where Eye of Vecna actually does its job — 40 life absorbs the 2-per-card tax long enough for the card to pull ahead, and colorless artifacts slot into any deck regardless of color identity. In older formats like Legacy and Vintage, it's strictly outclassed by zero-mana draw engines and cantrips that cost nothing beyond the card itself, so it sees essentially no competitive play there. Modern and Pioneer are theoretically legal homes, but paying 2 life every upkeep for a single card is too slow and too punishing against aggro in a 20-life format. Eye of Vecna is a Commander card — format-legal elsewhere, but built for the battlefield where it actually gets time to pay off.
