Commander is where Karn, Legacy Reforged does his best work — artifact-heavy strategies have the density of high-mana-value permanents needed to make him a 8/8 or better, and the Powerstone token compounds over multiple turns in a format where games go long. In Modern and Pioneer, the artifact synergy shells exist but the formats move too fast for a five-mana legendary that does nothing the turn you cast him beyond generate a single Powerstone; he sees only fringe play there.
