Epic Struggle is a Commander card through and through — the 20-creature threshold is trivially reachable in a format where token strategies routinely produce dozens of bodies, and the four-mana enchantment gives you a persistent alternate win condition that survives board wipes aimed at creatures. Legacy and Vintage both allow it but ignore it entirely; the formats are too fast and too hostile to a card that does nothing until your next upkeep. Oathbreaker can support it in the same token shells that work in Commander, just with a smaller card pool. Anywhere outside those two forty-card formats, Epic Struggle simply isn't legal.

Budget Alternatives

Cheaper options that do most of the same work

Epic Struggle's closest spiritual replacement is Hellrider or a combat-damage finisher — something that converts a wide board into a win without requiring an upkeep check — but nothing replicates the exact "20 creatures and you win" clause at a lower price. If the goal is a token-count payoff rather than an alternate win condition specifically, Craterhoof Behemoth does more immediate work, though it trades the hard-to-interact-with enchantment plan for a creature that dies to removal.
