Commander is where Endless Foot Assault does its real work — three opponents means three targets for combat damage triggers, and the card's extra-combat engine is almost impossible to race once it starts chaining. Legacy and Vintage lists could theoretically run it, but dedicated extra-combat strategies have faster options at lower mana costs in those formats, so it sees essentially no play there. Oathbreaker is a reasonable home for the same reasons as Commander: multiple opponents, go-wide or go-tall attackers, and a lower power ceiling that makes a four-mana enchantment competitive.
