Emeria Shepherd is a Commander card through and through — seven mana is a real cost in faster formats, but in a 40-life multiplayer game with ramp strategies and land-matters commanders, the payoff scales to the longer game. In Modern and Pioneer it's legal but unplayed; the curve is too high and the trigger condition too slow to matter before the game ends. Legacy and Vintage give it even less room to breathe. Oathbreaker is a reasonable fit in White-based land strategies, though the tighter game structure makes it a fringe inclusion. Stick to Commander.
