Capsize with buyback is a one-card lock — given enough mana, you return every permanent your opponents control and they never untap again. The cost is exactly that: you need a lot of mana, which means Capsize earns its slot only in decks that generate it reliably, with Mizzix of the Izmagnus and Mystic Sanctuary loops being the canonical homes.

Commander is where Capsize does its most broken work: the singleton format's longer games mean you'll reliably reach the mana threshold, and a resolved buyback loop against three opponents ends the game on the spot. In Pauper it's a legitimate control finisher, bouncing blockers and key permanents in a format where few answers exist at common. Legacy and Vintage legality is mostly academic — the card sees no meaningful play in either format, since tempo-based bounce spells lose value when opponents are operating at high speed with free interaction. Oathbreaker can host the same infinite-mana loops as Commander, making Capsize viable there for the same reasons.
