The restriction is real: you need a dense spell base to keep the cascade rolling, and Myra herself costs four mana before she does anything. Wyll, Blade of Frontiers // Sword Coast Sailor is the poster commander for this effect, but Myra earns her slot in any Izzet or Grixis spellslinger shell that can consistently reload the top.

Commander gives her a pass because 100-card singleton dilutes the density enough that the chain runs out of gas, opponents have four turns to interact before she snowballs, and the 40-life clock buys time to answer her.
