Blur Sliver is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker. Commander is where it actually matters: outside a dedicated Sliver tribal shell, there's no home for it, and tribal Sliver decks are almost exclusively a Commander phenomenon. In Pauper it's technically playable, but Sliver synergies don't coalesce at common enough density to make Blur Sliver relevant there. Everywhere else, faster and more flexible haste enablers exist, so Blur Sliver stays firmly in the Commander-only conversation.
