Blur Sliver is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker. Commander is where it actually matters: outside a dedicated Sliver tribal shell, there's no home for it, and tribal Sliver decks are almost exclusively a Commander phenomenon.
