Anurid Scavenger is a 3/2 with graveyard-based protection — pay one green and exile a card from your graveyard at your upkeep, or sacrifice it. The cost is real, but in decks that treat the graveyard as a resource rather than a destination, River Song and similarly graveyard-hungry commanders can make that exile trigger a feature instead of a drawback.

Anurid Scavenger is legal in Commander, Legacy, Vintage, and Oathbreaker, and sees essentially no play in any of them. In Commander it occupies a narrow niche: graveyard-hate decks that need a cheap creature with incidental self-exile, or decks that actively want cards leaving the graveyard to trigger other effects. Legacy and Vintage have no interest — a 3/2 with an upkeep cost is nowhere near the power floor those formats demand. Oathbreaker could theoretically make use of it in a green value shell, but better options exist at every point on the curve.
