Storm-Kiln Artist pays for Rootha's bounce activation by generating Treasure on each cast of Jeska's Will; the copy of Jeska's Will refunds more than enough mana to recast Rootha and start the loop again. Sally Sparrow tracks every time Rootha leaves and re-enters the battlefield, turning the loop into infinite ETB and LTB triggers on top of the magecraft engine Storm-Kiln Artist already feeds. The prerequisite — an opponent holding four or more cards — is almost always live in the mid-game, and a commander in play unlocks both Jeska's Will modes simultaneously, making the mana gain even more explosive.

Cheaper, tighter, alternate lines

Dualcaster Mage can copy Jeska's Will if Rootha is unavailable, but the loop collapses without Storm-Kiln Artist generating the Treasure to fund the activation. The combo wins through the exiled-library mode — pair with any instant-speed kill in the exile pile, or let the infinite red mana close via Grapeshot or Aetherflux Reservoir.
