Commander is the unambiguous home for Jeska's Will — the card is literally designed around the zone and mechanic that only exists in that format, and its power scales directly with how early your commander hits the table. In Legacy and Vintage, it's technically legal but sees no play; those formats have access to fast mana and card advantage that doesn't require a commander in play, and a conditional ritual that needs a specific game state can't compete with Lotus Petal or Lion's Eye Diamond lines. Oathbreaker is the one non-Commander format where it occasionally shows up, since the signature spell and planeswalker structure means your commander-equivalent is in the zone more reliably.

There is no true budget replacement for Jeska's Will — the combination of mana production and free spell casts on a single card is unique. Seething Song gets you five red mana for three mana with no conditions attached, which covers the ritual half at a fraction of the cost, and Commune with Lava or Outpost Siege can approximate the card access half; running both together gets you closer to what Jeska's Will does in one card, at the cost of two slots and less explosive ceiling.
