Commander is where Sally Sparrow does its best work — the format's density of triggered-ability commanders and value engines gives it a large pool of natural homes, and the singleton rule means redundancy of this effect is genuinely useful. Legacy and Vintage technically allow it, but neither format is interested in a three-mana creature that requires a surrounding infrastructure of triggers to generate any advantage. Oathbreaker is a reasonable home for the same reasons as Commander, just in a faster, lower-life game where the effect can spiral quickly if left unanswered.
